Mr. Liang studied engineering at the Steven’s Institute of Technology and returned to China in 1881. Mr. Liang served for many years with the Shanhaikwan Railway first as a junior and finally as managing director. In April 1906 he was appointed Taotai of the Liaoning-Chihchow-Shanhaikwan circuit. In April 1907 he was appointed Customs Taotai of Tianjin. In October of the same year he was appointed Shanghai Taotai. In March 1908 Mr. Liang was appointed Councilor of the Board of Foreign Affairs and four months later was made the Chief Secretary to the Viceroy of the Three Eastern Provinces. In June 1909, he was recalled to Peking. He was offered the post of Vice-Minister of Communications in Yuan Shih-kai’s Cabinet of November 16, 1911, but he did not accept. He was nominated for the post of Minister of Communications in the first Republican Cabinet but the nomination was rejected by Parliament. In September 1912 Mr. Liang was appointed Minister of Foreign Affairs which position he held only for two months. Since that time he resided in Tianjin. During 1920 and 1921 he assisted in the organization and was elected president of the North China International Society of Famine Relief. He was the president of the China International Famine Relief Commission. In November 1921 he was appointed High Advisor to the Chinese Delegation to the Washington Conference and accompanied it to America. In April 1922, Mr. Liang was appointed Director-General of the Bureau for the Rendition of Weihaiwei. In that capacity he was successfully negotiating with the British delegates on the question of the return to China of this port, Mr. Liang received the First Class Tashou Chiaho Decoration.
