J. Alex McMillan III was born in Charlotte, N.C. and attended a private boarding school in Virginia. He later went to college at the University of North Carolina at Chapel Hill and the University of Virginia. After serving in the U.S. Army in the 1950s he returned to Charlotte and worked as a businessman. In the mid 1970s he was elected to serve on the Mecklenburg County Board of Commissioners. From 1985 to 1995 he was elected to the U.S. House of Representatives. In Charlotte he was active in community affairs and was instrumental in the development of Spirit Square.

J. Alex McMillan (1932- ), congressman and businessman of Charlotte, N.C. McMillan worked for Ruddick Corporation and Harris-Teeter Super Markets, Inc., in Charlotte, 1969-1983, in several management positions. He also served vice chair and chair of the First Union National Bank board of directors, 1980-1984; on the board of the Southeastern Savings & Loan Co., 1979-1984; and as director of the Greater Charlotte Economic Development Council, 1981-1982.

J. Alex McMillan, III, was born 9 May 1932 in Charlotte, N.C. He attended Woodberry Forest School in Virginia, 1946-1950; received a degree in history from the University of North Carolina at Chapel Hill in 1954; and received his Masters of Business Administration from the Darden School at the University of Virginia in 1958. He also attended I.B.A. Institute of the Wharton School at the University of Pennsylvania, 1964-1965. He married Caroline Houston McMillan in 1959.

McMillan, a Republican, was first elected to the U.S. House of Representative in 1984 from North Carolina's Ninth District and held four successive terms until 1994. He served on numerous committees, including: Small Business (1985-1986), Banking, Finance and Urban Affairs, Joint Economic (1986-1988), Energy and Commerce (1989-1994), and Budget (1991-1994). The Task Forces he was involved with included: Leadership for Health Care Reform and President's Commission for Entitlement Reform (1994). He served as a delegate to the North Atlantic Assembly (NATO) and as Vice Chairman of the Economic Committee and Sub-Committee on East-West Economic Cooperation.

Other elected offices held include: member of the Mecklenburg County Board of Commissioners (1972-1974), Mecklenburg County Board of Social Services (member, 1974-1975, chairman, 1975-1977), and Vice Chairman of the Charlotte-Mecklenburg Board of Education (1978-1979). McMillan also served as Chairman of a WTVI (Charlotte, N.C.) Task Force to determine the future and funding for the public television channel operated by Charlotte-Mecklenburg Public Schools (1978-1984) and as a board member for the University of North Carolina Center for Public Television (1984-1994).

McMillan worked for Ruddick Corporation and Harris-Teeter Super Markets, Inc., in Charlotte, N.C. (1969-1983) in several management positions. He also served a Vice Chairman and Chairman of the First Union National Bank Board of Directors (1980-1984) on the board of the Southeastern Savings & Loan Co. (1979-1984). McMillan was also Director of the Greater Charlotte Economic Development Council (1981-1982).
