Fuller graduated from Bowdoin College, in 1853, studied law at Harvard University and was admitted to the Maine bar in 1855. In 1856, he moved his practice to Chicago, where he was active in state politics. He was appointed Chief Justice of the U.S. Supreme Court in 1888.
