Steagall, born in Dale County, Alabama, earned a law degree from the University of Alabama in 1893. A Democrat, he was elected to the U.S. House of Representatives from Alabama's 3rd Congressional District in 1915. Steagall chaired the House banking committee from 1931 until his death in 1943. In 1933, he co-sponsored the Glass-Steagall Act, which created the Federal Deposit Insurance Corporation.
