The Arts Board was created as a statutory agency by Chapter 90, Laws of 1973, and was subsequently attached to the Department of Administration (WIHV85-A694) by Chapter 333, Laws of 1973. 1995 Wisconsin Act 27 attached the Board to the Dept. of Tourism (WIHV90-A1094). The Board was preceded by a nonstatutory committee, the Governor's Council on the Arts, created in 1963. In 1965, the Governor's Council had merged with a private organization, the Wisconsin Arts Foundation and Council. In Wisconsin State Archives' database entries the above form of name is used for all holdings of these public agencies dating 1963-present.

The Arts Board consists of twelve members appointed by the governor for three-year terms. The Board is directed to study the artistic and cultural activities in the state, to promote such activities and assist communities in the development of their own arts programs. In addition, the Arts Board administers a program of contracts with, or grants-in-aid to, groups or individuals concerned with the arts.
