Charles Hubbard Judd was born at Bareilly, British India, in 1873, of American missionary parents, and came to the United States six years later. He was educated at Wesleyan University, the University of Leipzig (where he studied under Wilhelm Wundt), and Yale University, and came to the University of Chicago in 1909 from the directorship of the Psychological Laboratory at Yale. He served as Director of the School of Education, Head of the Department of Education from 1909 until his retirement in 1938, and Chairman of the Department of Psychology from 1920 to 1925.

Judd was an active member of many professional and educational organizations, including the National Education Association, the North Central Association of Colleges and Secondary Schools, and the President's Hoover Research Committee on Social Trends. Some of the individuals with whom he carried on an active correspondence over the years were James Angell, Samuel Capen, William McAndrew, Henry Suzzallo, Albert M. Whitney, and Edwin B. Wilson.
