Hart was a graduate of the U.S. Naval Academy, Class of 1897, was superintendent of the U.S. Naval Academy, 1931-1934, and CO of the Asiatic Fleet, 1938-1942. He retired from the U.S. Navy in 1942 and was recalled to serve on the General Board until 1945. He was appointed senator from Connecticut, 1945-1946.
