Snell was born in Colton, N.Y., and graduated from Potsdam State Normal School, 1889. He was the Republican congressman from the area, 1915-1939, and was known as the Champion of the Seaway. He served on the boards of Clarkson College of Technology and Potsdam State Teachers College. He married Sara L. Merrick.
