Created in 1970 as an independent and permanent agency within the executive branch of the Federal government, NCLIS is an impartial and objective advisor on library and information policy to both the executive and legislative branches. The Commission is composed of the Librarian of Congress as an ex-officio member and fourteen other members appointed for staggered five-year terms by the President with the advice and consent of the Senate.
