Otho Monroe's father worked for several timber companies in Louisiana and Mississippi while Otho was growing up. Monroe graduated from Canton High School in 1931. He accepted a football scholarship from Millsaps College and graduated in 1935. Monroe was a teacher, coach, principal, and a superintendent in Brooksville, Biloxi, Vicksburg, Canton, and Senatobia. He resigned as superintendent of the Senatobia School district in protest of school desegregation.
