Baily, a native of Houston, was educated at Dean Academy and Phillips Exeter Academy and entered the University of Texas in 1889 where he lived in B. Hall. He received his B.A. degree in 1891 and went then to Munich, Germany, where he received his Ph. D. in organic chemistry in 1897. Later he worked in London and Aachen before returning to the University of Texas where he remained for the rest of his life. He became a full professor in 1911 and preferred his academic life to the lucrative jobs that were offered to him by private companies and institutions.
