Harold Brown was born on September 10, 1927 in New York, New York. He received an A.B. (1945), an A.M. (1946) and a Ph.D. (1949) from Columbia University. He was a research scientist at Columbia University from 1945 to 1950 and lecturer in physics at Columbia from 1947 to 1948. From 1949 to 1950 he was a lecturer in physics at Stevens Institute of Technology. He served as a staff member, group leader, and division leader of the E.O. Lawrence Radiation Laboratory at the University of California at Berkeley, 1950 to 1960, and was director of the Lawrence Livermore Laboratory (California), 1960 to 1961. He was a member of the President's Scientific Advisory Committee, 1960 to 1961, and was director of defense research and engineering at the Department of Defense, 1961 to 1965. From 1965 to 1969 he served as the Secretary of the Air Force under President Johnson. He left Washington in 1969 and served as president of California Institute of Technology, 1969 to 1977; he also was a U.S. delegate to SALT (Strategic Arms Limitations Talks), Helsinki, Vienna and Geneva, 1969 to 1977; and chairman of the Technology Assessment Advisory Council to U.S. Congress, 1974 to 1977. Brown served as Secretary of Defense under President Carter, 1977 to 1981. After his service with the Carter Administration, he held several positions with Johns Hopkins University: distinguished visiting professor at the School of Advanced International Studies, 1981 to 1984; chairman of the Foreign Policy Institute, 1984 to 1992; and counselor for the Center for Strategic & International Studies, 1992.
