William Langer was born on a farm in Everest Township, near Casselton, Cass County, N.D., Sept. 30, 1886. He was educated in Cass County, was graduated in Law (B.A.) from University of North Dakota (1906) and Columbia University (B.A., 1910), and admitted to the bar (1911). He married Lydia Cady of New York City, a union that produced 4 children. He began his law practice in Mandan, N.D. (Morton County).

Langer was engaged in the following activities and held the following offices: State's Attorney of Morton County, N.D. (1915-1916); Attorney General of N.D. (1917-1920); legal adviser for Council of Defense during W.W.I; unsuccessful candidate for Governor of N.D. (1920); served as Governor of N.D. (Jan. 1933-July 17, 1934) and was removed by the N.D. Supreme Court; Governor again (1937-1939); unsuccessful Republican candidate for Senate (1938); elected and served as Senator (1941-1959). William Langer died in Washington, D.C., on Nov. 8, 1959.
