President George W. Bush makes an address to the joint session of Congress nine days after the terrorist attacks in New York City and Washington D.C. President Bush speaks of the terrorist group, al-Qaida, which "committed an act of war against our country." He describes the condition of Afghanistan, where al-Qaida is greatly influenced, and makes several demands of the Taliban regime: deliver all leaders of al-Qaida to United States authorities, release all imprisoned foreign nationals, close all terrorist training camps, and allow the U.S. full access to these camps to make sure they are no longer in use. Bush announces that "We will direct every resource at our command - every means of diplomacy, every tool of intelligence, every instrument of law enforcement, every financial influence, and every necessary weapon of war - to the disruption and defeat of the global terror network."
