Allen notes that rations are meager and many men are considering not marching any further until they receive their long overdue pay. Alexander charges Union recruitment officers with "willfully deceiving" recruits with the guarantee of $17 dollars a month of regular pay. He knows some soldiers who accepted a reduced pay rate earlier in the war, but that is no longer offered, and says his regiment has never been paid.
