In his 33rd press conference, President Reagan opens with a prepared statement about the balanced budget, and promises to veto any proposal to raise taxes. He answers questions about Philippine elections, the judicial ruling against sections of Gramm-Rudman-Hollings, affirmative action, the freeing of Anatoly Scharansky, and the US role in the abdication of Jean-Claude Duvalier.
