Supreme Court nominee Neil Gorsuch testifies at his confirmation hearing before the Senate Judiciary Committee in these excerpts from the second day of hearings. In response to questions from U.S. Senators Lindsay Graham (R-SC), Senator Ted Cruz (R-TX)and Al Franken (D-MN), Gorsuch discusses "water boarding" as torture, the concept of "originalism" and its relationship with technology and scientific advances, the rights of corporations, the "plain meaning rule", and his past opinions on judicial interpretation of administrative rules. Senator Chuck Grassley chairs the committee.
