SCHOOL-BUSINESS PARTNERSHIP PROGRAMS Statement of Purpose In a world of intense competition and ever-accelerating change, our commitment must be to develop the talents of a l l , to their fullest. "Attaining this goal requires that we expect and assist all students to work to the limits of their capabilities," A Nation At Risk, T983. Nationally, business and industry are joining with school systems to forge new alliances that serve a public purpose as well as their own self-interests. The future of any community rests in the strength of its educational institutions. Acknowledg-ing our interdependence, it is the purpose of this proposal to bring together people from business and industry with people from the educational community to develop partnership programs which are uniquely designed to meet individual school needs and link experienced, talented, and caring adults with students and teachers. Description of Program Public schools can, by working cooperatively with the private sector, meet educational standards impossible to reach without such collaboration. Recently, President Reagan designated, by executive order, that 1983-84 become the year of Joint Business-Education Partnerships. It is proposed that the Clark County School District and representatives of the southern Nevada business community work actively to establish partnerships between business and schools in the following manner. ACTIVITY 1. Identify schools of diverse socioeconomic levels: [ th (3) Elementary (2) Junior high school (1) Senior high school 2. Develop and implement school needs assessment. 3. Each school identified to participate in this venture w i l l be selected based upon demonstrated motivation and enthusiasm. The primary role of the district's Education Center would be to provide support services and communication resources. i ; j The contribution of the private sector representative would be to serve as the liaison between the business and school communities. A School-Business Partnership Program in Clark County is an example of how citizens of the business and education communities can give of their time, energies, expertise, and resources to improve the quality of life in this county. We are especially fortunate to have Mr. Frank Maguire, formerly a Senior Corporate Executive from Federal Express in Memphis, Tennessee, as the keynote speaker. Mr. Maguire served as a senior associate at Kepner-Tregoe, Inc. in Princeton, New Jersey before joining Federal Express. He had held senior management positions with the American Broadcasting Company, American Airlines, and Kentucky Fried Chicken. He also served in the administration of Presidents John F. Kennedy and Lyndon B. Johnson. From 1971 to 1974, Maguire held the post of Assistant Commissioner of Economic Development for the State of Tennessee, under Governor Winfield Dunn. As you may know, Federal Express is known for its employee productivity and incentive programs and Mr. Maguire exemplifies the philosophy behind a business that found its niche in producing a highly efficient delivery system. Motivation and enthusiasm are the two components highlighted in his presentation regarding school-business partnerships. Currently over 100 Clark County businesses are participating in school business partnership acitivites. Discussion of Minutes Dr. Wentz asked for changes or questions of the meeting minutes of September 9, 1985. There being no changes, the minutes stand approved as written. II. Selection of Chairman and Vice Chairman Dr. Wentz asked for a chairmanto be nominated to represent the Partnership Advisory Board. Mark Fine was nominated; the motion was seconded and unanimously approved. Dr. Wentz asked for a vice chairman to be nominated. Bill Martin was nominated; the motion was seconded and was unanimously approved. Mark Fine was not present at the beginning of the meeting, therefore, Bill Martin was asked to chair the meeting. III. Progress Report (Request from Advisory Board Members) Bill Martin asked Linda to go over the Progress Report. Linda remarked that we currently have 75+ partnerships; some others are not listed because certain formalities have not been completed. Linda did not feel it was appropriate to summarize each and every partnership, therefore, for each of the meetings she will highlight some of the activities in a few of the partnerships plus verbally discuss others. In addition, the remainder of the partnerships will be high-lighted in the newsletter and members will be receiving that soon. Linda asked members to refer to the cover page of the progress report noting tne number of partnerships, businesses involved, and partnerships in planning. There are some partnerships that are districtwide and it's difficult to document how many schools that partnerships are involved in, e.g., child safety and child abuse programs, newspapers in the classroom, energy education, senior citizen programs, and American Nevada's sculpture partnerships. Linda has broken down the partnerships by category to assure a balanced curriculum. Linda went over SCHOOL AND COMMUNITY PARTNERSHIP ADVISORY COMMITTEE MEETING Page 2 the highlights of each partnership. She further commented that many new high school partnerships have been added; many teachers, principals and school district personnel have been calling and requesting their own partnerships. Cannon Jr. High has requested a list of 35 career speakers; we are currently working on this. There are nine high schools involved in the Skills for Living Program. Through the participation of the Bar Association, the law related project will be revitalized. Cannon Jr. High students will participate in a year long project interviewing many Nevada historians. On October 8, 1985, we had a trainning session for new partners. There were 58 participants. We distributed an evaluation to be completed at the end of the session and based upon those responses, we felt it was a successful venture and as a result we will be making a training film for new partners. Many persons who attended commented that they wanted to make changes in their partnership and had gotten key insights to improving their partnerships. Next Linda showed excerpts of that training session which had been video taped. Highlights from that video clip included Bob Clup, Nevada Development Authority; Mike Edwards, principal, Las Vegas High School; and Randy Boesch, First Interstate Bank, speaking about their partnership experiences. IV. Next Meeting Date Linda suggested not meeting on a monthly basis and asked how other members felt about that. After discussion among members, it was decided that meeting on a bi-monthly basis should be sufficient and acceptable. The next meeting date was agreeded upon and will be held on December 16, 1985. V. December 10 - Pay-As-You-Go Building Program The school board approved the three-year pay-as-you-go plan be presented to our citizens on December 10. Dr. Wnetz distributed a one-page summary of what's in the three-year plan and its focus on elementary schools. Dr. Wentz added that we now have unity with our internal groups and organizations which we did not have before. We will be doing some of the traditional campaigning as well as some heavy grass roots campagining based upon the extent of our community support. There will be voter registration booths in every school. It will be an effective and intense seven weeks until December 10.
