Historical note: The Kentucky Council of Defense was established in 1917 to coordinate civilian war activities throughout the state. Late in World War I the council became responsible for documenting Kentucky's participation in the war. These activities included perserving service records of Kentuckians who served in the Armed Forces, and compiling county histories to document local civilian war work. Materials of statewide interest were to be collected in a central state office.
