The Alabama Commission on Higher Education (ACHE) was created in 1969 to promote an educational system that would provide the highest possible quality of collegiate and university education to all people in the state willing and able to profit by it. The Commission is responsible for long-range statewide planning for all postsecondary education in Alabama; for approval of new units or programs of instruction requiring state funds; for regulation and authorization of off campus academic offerings; for the submission annually of a proposed, unified budget for postsecondary education; for approving non-resident postsecondary institutions operating in Alabama; and for administering the state's student financial assistance programs.

The Commission is composed of twelve members, ten of whom are appointed by the governor, one by the lieutenant-governor, and one by the Speaker of the House of Representatives. No more than two members may be from the same congressional district and none may be members of the governing boards or connected with any institution of higher education in the state. Members serve nine year terms and may not succeed themselves.
