The Office of Vice President for Birmingham Affairs was established in 1966 after the creation of the College of General Studies and the designation of University of Alabama programs in Birmingham as the University of Alabama in Birmingham. The vice president for Birmingham affairs had administrative responsibility over all University of Alabama programs in Birmingham including the Medical Center. Joseph F. Volker served as the only vice president for Birmingham affairs as the Office was renamed Office of the Executive Vice President in 1968. Between 1948 and 1989, Volker served in a number of capacities for the University of Alabama, University of Alabama in Birmingham, and University of Alabama System including dean of the School of Dentistry, director of research and graduate studies at the Medical Center, vice president for health affairs, first president of the University of Alabama at Birmingham, first chancellor of the University of Alabama System, and distinguished professor of UAB. Born in 1913, he died in 1989.
