Born in Waco, Texas, Donald Howard graduated from Baylor University in 1979, later receiving a master of arts from the Radio-Television-Film department at the University of Texas at Austin in 1987. In 1996, Howard produced, wrote, and directed Letter from Waco, a documentary broadcast nation-wide on PBS that explores the social history of Waco, Texas, as well as the 1993 stand-off between the Bureau of Alcohol, Tobacco, and Firearms and the Branch Davidians.
