The Offices of the Secretary and the Register of the Treasury at first handled the disposition of the public domain, but an act of April 25, 1812, established the General Land Office (GLO) as a bureau in the Department of the Treasury to administer all public land transactions except surveying and mapping work. Surveyors general (the first surveyor general had been appointed under an act of May 18, 1796; thereafter surveyors general were appointed for new areas as needed) conducted surveys and mapped public lands almost independently of other Government agencies until 1836 when they were placed in the GLO. In 1849 the GLO was transferred to the Department of the Interior.
Reorganization Plan No. 3 of 1946 consolidated the GLO and the Grazing Service, also in the Department of the Interior, to form the Bureau of Land Management. The Bureau classifies, manages, and disposes of public lands and their resources according to principles of multiple-use management. It also administers federally owned mineral resources on non-Federal lands and on the Outer Continental Shelf.
