The Board of Commissioners of Public Works was created by 1837 act (l. 1837, p. 121). Board was primarily responsible for locating, superintending and constructing all internal improvement projects authorized by General Assembly except for Illinois and Michigan Canal. Board was also empowered to enter and purchase public land lying within five miles of probable project routes and to lay out and sell town sites along routes.

In 1840 original seven-member Board was replaced by three-member Board of Public Works (l. 1840, p. 93). Board was to dispose of property belonging to state but not wanted for immediate use, protect various public works of state from decay and manage, operate and set toll rates for completed railroads. Original Board's accounts were to be audited and settled by Fund Commissioner.

Board of Public Works was abolished in 1841 and all its records and property were delivered to State Trasurer (l. 1841, p. 166). Auditor of Public Accounts, Secretary of State and State Treasurer were constituted as Board of Auditors to settle accounts of contractors on public works (l. 1841, p. 38).
