Educator and administrator. Born in 1898 in Brownwood, Texas. Came to Texas Technological College in 1930 as Head of the Department of Chemistry and Chemical Engineering. Served as Dean of the Graduate School (1938-45) and of Arts and Sciences (1954-1959). In 1959, he became Academic Vice-president and then acting president of the college. He was inaugurated as the college's seventh president in 1960 and served until 1966. During his tenure the college grew considerably with enrollment increasing by 6,000 students and faculty size almost doubling. Following Goodwin's retirement from Texas Technological College in 1966, he moved to Gainesville, Florida.
