Isaac H. Scott was born in Quebec; came to the United States at age 14. Served during the Civil War and was the last surviving member of the crew of the Monitor. He was employed at the Ferry St. U.S. Customs office, Buffalo, N.Y., for 33 years.

The establishment of customs districts and ports of entry and appointment of customs officers was approved by U.S. Congress in July 1789 and one month later the "Customs Service" became part of the Dept. of the Treasury. The Division of Customs of the Treasury Dept., was created in 1875; in 1927 this was abolished and Bureau of Customs (also informally referred to as the Customs Service) was established; in 1973 the Bureau of Customs was renamed U.S. Customs Service.

In 1789 the District of Maine (then part of Massachusetts) was divided into ten commercial districts; in 1913 all Maine districts were consolidated as the U.S. Dept. of the Treasury, Division of Customs (renamed Bureau of Customs in 1927), District of Maine and New Hampshire. The District of Machias was bound by the east by Moose Cove in Cutler and the west by the Hancock County line with the Port of Entry at Machias and Ports of Delivery at Cherryfield and later Milbridge. The District of Penobscot encompassed Frankfort, Sedgwick, and Deer Isle at first and later Blue Hill and Hampden, with the customhouse located at Castine. The name of the Penobscot District was changed to the District of Castine in 1866. The system for the collection of "customs" in the late 18th-early 19th centuries developed as a part of the government's foreign trade policy, providing economic protection for domestic products.
