Attorney from San Angelo, Texas. Served 21 years in the Texas Senate and also on the Railroad Commission of Texas and as first assistant attorney general under Governor Price Daniel. In 1968 he was defeated in a re-election bid by W. E. (Pete) Snelsen. In 1969 he was named executive director of the Texas Water Rights Commission.
