Flora Virginia Milner was born in 1862. She was the daughter of Jehu Milner and Mary Queen. Flora graduated from the Cleveland Female Seminary. She lived in Hays, Kansas from 1878 to 1880, then moved to Bozeman, Montana, where she taught school.

She married Luther S. Livingston in 1891, and they lived in Grand Rapids, Montana, and fron there, they moved to Scarsdale, New York.

Luther Samuel Livingston (1864-1914) was an American bibliophile and scholar. He was the first curator of the Harry Elkins Widener Collection at Harvard University, but died just a few weeks after being appointed. After his death, Flora took over the position of Curator of the Harry Elkins Widener Memorial Collection in the Harvard College Library in 1926.

Rudyard Kipling, Henry James, and John Gay were some of her many scholarly interests. She is the author of Bibliography of the Works of Rudyard Kipling, published in 1927.
