Date - 1941 March 20
Summary - Tonarigumi or the Neighborhood Association was a community-based mutual aid organization established by the Ministry of Home Affairs under Taisei Yokusankai (the Imperial Assistance Rule Association) in 1940. In this kamishibai, the children of the Neighborhood Association are encouraged to actively participate in home front efforts by assisting families whose fathers have gone to fight the war and mothers working at military factories.

「今夜、隣組が集るんだよ」
(源ちゃん)
「何處で?」
(花ちゃん)
「あたいのおうちでよ。晩の五時 からはじまるの。
(間をおいて)
かあさん、隣組で代用食の試食をしてもらふ氣でゐるんだわ。さつきから庭をほっくり返して
お芋をとっていたもの。
(しばらく間をおいて)
健ちゃん。
きのふのおやつ、おいしかったでせう? あれ代用食ってのよ。
うちのかあさん、お芋にメリケンコを入れて、
そして、なんかいろんなものまぜて作ったの。 今時、おやつはお菓子でなければいや、なんて言ふの贅澤よ。
(ぬきながら)今日本は新體制なんだもの」

「だから、さう言ってんぢゃないか、贅澤は敵だって。
その事なんだよ」

「うちの兄さん、花なんか贅澤だって、
ダリヤの代りにビ—マン植ゑたんだよ。
ビーマンなんて辛くて不味くて、 榮養はないだらう? そんなもの贅澤だって、 僕一言ってやったんだ。そしたら兄さんがね、
(ぬ く)

ダリヤよりは贅澤でないって、 がんばるんだ。
だから僕ね、
目上の人の言ふことを下が聞くのは、

上意下達だけど
下の人の言ふことだって、理窟が通ってゐたら、
(たどたどしく)
目上の人は聞くのが下情上通だらう?
それが新體制だと言ってやったんだ。
そしたら、
理窟を言ふなって叱られちゃった」

「トーフ トーフー」
(健ちゃん)
「アッいつものお豆腐屋さんが來た。遅くなるよ。
早く回覽板をお隣へ持って行かなけりゃ」

(みんなで)
「をばさん!」

「アラッ皆さんお揃で、回覽板?どうもごくらう樣。
(笑ひ乍ら)
格子をあければ顏なじみだわね」

「をばさん、はじめまして。
あたくし小林君子って云ふんです。 どうぞよろしく」
(をばさん)
「こちらこそよろしく、

仲良くしませうね」

「をばさん、この子、今日から僕たちの隣組に入ったばかりなんだよ。
まだ顏なじみの卵なんだよ。

でも君ちゃんとこのお父さんはね
戰爭に征ってるんだって。
お家にはお母さんと君ちゃんと、それから オッパイのんでる坊やだけなんだよ。
(ぬきながら)
ハイツ、回覽板」

「アッ、この字、私知ってるわ」
(男の子)
「この字、むづかしい字だな!」
(他の子)
「これ、奮戰って読むんだよ」
(千代ちゃん)
「をばさん、ここに何て書いてあるの? 大きな聲で讀んで頂戴よ」
(ぬ く)

(朗讀する)
「この度、吾々隣組に、小林文雄氏一家が、新らしく加入されました。主人文雄氏は、目下前線で、大東亞建設の爲、奮戰してゐられます。明子夫人は、二人の子供をかかへ、晝は、軍需工場で獨立自活の爲、 働いて居られます。
吾々隣組は、出征兵士の家をみとる責任があります。 就てはその為、打合せを致し度く 本タ五時當番幹事宅に 御參集願ひます」
(ぬ く)

「どう?
何の事書いてあるか
皆んなわかった?」

(健ちゃん)
「よくは、わからないや。
だけど隣組ってのは お互に助け合はなければ いけないって事が 書いてあるんでせう?」
(皆んな)
「さうだ。さうだ。
健ちゃんの云ふ通りだよ」

(男の子の聲)
「君ちゃん所のトウサンは、
大東亞建設の爲、戰地に行ってゐるし、カアサンは、工場で兵隊さんに送る鐵砲の彈をつくってゐるんです。隣組の人達は皆んなで、君ちゃん所、助け合はなくてはなりません。
そしたら君ちゃん、
トウサンゐなくても淋しくはないでせう。
(ぬきながら)
只、困るのは赤ちゃんの事です」

「うちのボーヤ、かはいくって、良い子なんだけど、とってもくひしん坊なの。
オッパイ ほしくなると
工場に行ってゐる母さん所に聞えるやうな大きな聲で、
泣くんですもの……」

「アッ! さうだ。
オッパイ をばさんに貰ったら……。
ね、をばさん
君ちゃんのボーヤに オッパイ上げて頂戴よ」

「あら、千代ちゃんたら、
をばさんはオッパイ出ないのよ。
だってをばさんのうちには 赤ちゃんが居ないでせう?」

どうしたら良いだらうなあ」

(健ちゃん)
「あ、さうだ。
そんなら。
ぼくんとこの母さんに賴んでみよう。
ぼくんとこのボーヤと、君ちゃんとこのボーヤ一緖に オッパイ半分こでのめば良いや」

子供隣組が頭をひねったオッパイの件も、健ちゃんのお母さんの申入れに めでたく解決しました。
(をばさん)
「さあこれでみんな旨く行って本當に良かったわ。皆んな揃って、五人ともおりこうさん。隣組ってね、手の五本指と同じですって。五本揃って初めてお手々の役をするのよ。
だから丁度五人揃って五本指、仲良し仲間になりませうね」
(ぬ く)

The Neighborhood Association.
Once you open the lattice door, it’s all familiar faces. They circulate the communication board. Informing each other, and being informed.

Card 1
KEN-CHAN
The Neighborhood Association gathers tonight.
GEN-CHAN
Where?
HANA-CHAN
At my home. It starts at five in the evening.
(After a pause)
I think my mother intends to have everyone try her substitute food at the Neighborhood Association. She was digging in the yard for sweet potatoes.
(After a pause)
Ken-chan, wasn’t yesterday’s snack tasty?
They were substitute foods.
My mother cooked them by mixing potatoes with flour and other things. It’s too much of a luxury to ask for sweets now.
(As you pull the slide)
After all, Japan has entered a new system now.
Card 2
GEN-CHAN
That’s what I was telling you. Luxury is our enemy. That’s exactly what it is.
(Pull the slide.)

GEN-CHAN (continued)
My brother planted peppers instead of dahlia flowers, saying flowers are a luxury. But peppers are bitter and taste bad. They are not nutritious, either, right? So I told him, that’s a luxury too. Then, you know what my brother said?

GEN-CHAN (continued)
He insisted that peppers are less luxurious than dahlias. I know listening to my elders is the right course of action.

GEN-CHAN (continued)
However, if children have their own reasoning,
(Tottering)
Elders listening to their juniors would facilitate communication.
I told him this is what the new system is about.
But then, he scolded me for arguing.

TOFU VENDOR
Tofu, tofu.
KEN-CHAN
The tofu vendor’s here. We’re going to be late.
I have to hurry up and bring the communication board to our neighbor.

EVERYONE
Auntie!

AUNTIE
All of you are here. You brought the communication board? Thank you.
(While laughing)
Indeed, once you open the lattice door, it’s all familiar faces.

KIMIKO
Auntie, nice to meet you.
My name is Kimiko Kobayashi. It’s a pleasure to meet you.
AUNTIE
It’s nice to meet you, too. We are part of the Neighborhood Association. Let’s be friends.

Auntie, she joined our Neighborhood Association today.
Soon she will be a familiar face, too.
(A pause)
Kimi-chan’s father is fighting in the war.
They only have Kimi-chan, her mother, and a baby brother that her mother breastfeeds.

GIRL
Oh, I can read this character.
BOY
This is a difficult character!
ANOTHER CHILD
This reads “a desperate fight.”
CHIYO-CHAN
Auntie, what does it say here? Please read it aloud.

AUNTIE
(Read aloud)
“The family of Mr. Fumio Kobayashi recently joined our Neighborhood Association. The husband Fumio is currently fighting a desperate war for the establishment of Greater East Asia. Mrs. Akiko Kobayashi supports two children by working at a military factory. Our Neighborhood Association is responsible for looking after families with soldier fathers. We request your presence to have a meeting at the manager’s residence at five o’clock this evening.”

AUNTIE
Did you get it? Did everyone understand?
(A pause)
KEN-CHAN
I don’t really get it. But anyway, it says we should help one another in the Neighborhood Association, doesn’t it?
EVERYONE
That’s right, that’s right.
Exactly what Ken-chan said.

BOY
Kimi-chan’s father’s gone to war for the establishment of Greater East Asia, and her mother is working at a factory to make guns and bullets to send to the soldiers. The people of the Neighborhood Association need to come together and help Kimi-chan’s family. That way, Kimi-chan won’t be lonely even without her father.

BOY (continued)
The only problem is the baby.
Card 14
KIMI-CHAN
(As if speaking to herself)
My baby boy is adorable and nice, but he is hungry all the time.
When he wants milk, he cries so loudly that my mother might hear him all the way at the factory.

CHIYO-CHAN
Oh, yeah. How about auntie breastfeeds him?
Auntie, please give your milk to Kimi-chan’s baby brother.
(Pull the slide.)
Card 16
AUNTIE
(Flustered)
Chiyo-chan, I don’t have milk to breastfeed. You see? We don’t have a baby at home.
(A pause)
(Pull the slide.)

EVERYONE
We are out of good ideas. What shall we do?
(A pause)
KEN-CHAN
Oh, yes. I’ll ask my mother. My baby brother and Kimi-chan’s baby brother can share the milk.

Card 18
NARRATOR
The breastfeeding issue was happily resolved after the children of the Neighborhood Association put their brains together and Ken-chan’s mother agreed to their request.
AUNTIE
I’m glad everything worked out well. All five of you are bright. The Neighborhood Association is like five fingers of a hand. You need all five of them to play their roles. Let’s get along with one another. Five children, five fingers.
