Sir.
In the absence of Mr. Dallas the acting Secretary of War I have the honor to acknowledge the receipt of your letter of the 24th. of March, enclosing a duplicate of a letter addressed by you to Colo. Monroe on the ninth of February. Immediately on the return of Mr. Dallas your letter shall be presented to his view, and I presume that there will be no difficulty in making the necessary arrangements to relieve you from your endorsement for Captain Gist, there certainly could have been none had the sanction of the commanding officer been obtained to the transaction
